As of October 2004, Alaska has reverted to the blue on yellow "Last Frontier" passenger plate with the state flag as the standard issue replacing the "Gold Rush" design that has been in use for several years.  No additional Gold Rush plates will be issued, but existing plates will be renewed indefinitely.  Dirk Starck reports that ERT 999 was the last Gold Rush plate produced.

UPDATE:  Corb Moister reports that Delaware has changed to a computer generated style of plate screening, with the obvious difference being the shorter and fatter dies used on Lighthouse and other optional plates.  The plate Corb saw in the new style on 4 NOV 02 was 798231, but of course, Delaware skips around reissuing obsolete numbers.

P/C plates in the 801000 and 803000 have been seen on SUVs.  P/C plates have been traditionally issued to station wagons, but SUVs have also used them.  It seems possible that this big jump to the 800000 range may be for new SUV registrations, while traditional station wagons will continue to use P/C plates in the 200000 range.
Jeff Ellis reports seeing P/C400188, so it appears that Delaware is using the 400000 block in P/C plates for some vehicles.
Jeff has also seen P/C601529, so this is another new block of P/C plates.

AP not confirmed yet in passenger.  Reported for Apportioned Truck.  The "Taxation Without Representation" legend began with the AZ series and appears on the BA, BC, BD, BE, BF, BG, BH, BJ, BK, BL, BM, BN, BP, BR, BS, BT, BU, BV, BW, BX, BY, BZ, CA, CB, CC, and CD series.  BI, BO, and BQ have not been reported, so they were apparently skipped.  The BB series has the alternate legend with the District's web site address.  When reporting new highs for DC, please specify which legend is on the plate since there may be overlaps.  Also, DC is now issuing flat screened plates.  The current high is a flat with the "Taxation" legend.  The lowest flat noted so far is BG-2033.  The highest embossed reported is BG-1673.
DC changed from license plate validation stickers to windshield validation stickers on 22 APR 02.  Plates have been seen with stickers reading "See windshield sticker" in the usual sticker locations on the plate. Newer issues have it screened on the plate.
UPDATE:  Larry Vogt reports BJ-0891and BJ-1622 in the flat style with the web site address legend instead of "Taxation."  It appears that both types were made in the BJ series.
UPDATE:  Larry also reports that "Washington, D.C." on the top of the plates has been changed from script to block letters.  The change took place in the BP series.  Highest script observed is BP-1107.  Lowest block observed is BP-1843.

Most of the A through J series have county names, but a few in the A and B series were issued with the "Sunshine State" slogan in place of the county name.  The T series with the "Sunshine State" slogan began when the original issue was in the B series.  The current high is in the new design, which began in the late I series.  It will be hard to narrow down the break between the old design and the new because Florida apparently changed back and forth between old and new several times.

The new 2004 issue was originally intended to be a general reissue, but the state has since decided to issue new plates only to new registrants because of budget limitations.  Current registrants will simply receive a new sticker for their existing plate.  The letters I, Q, and V are now being used on standard passenger issues.  The AQV series was reported by Bradley Gallagher.

The Uxx series was skipped.  The letters Q, U, and V, normally not used, started to appear with in the XAA series.  After 999 ZZZ, 1001 AAA began the new series.  The letters I, O, Q, U, and V are not used on the 7 character plates.  Bradley Gallagher reports that some AJC series plates were reserved for the Atlanta Journal-Constitution, but many others were regular issues.  Also, several ASU series plates have been reported by Bradley, which marks the first use of the letter U on the 7 character plates, however, no ATU series plates have been reported, and the AUx and AVx series were skipped.  It appears that the letter U has not been introduced into the numbering system, so the ASU series may could have been a production error.  The letters I, O, Q, and V are still not used.

The original truck series for Honolulu was TPA - TPZ.  Upon reaching the end of the TPZ series, the issue advanced to the TRE series.  Also, the TRD series was alloted to Hawaii County around the same time after they had reached the end of their HCZ series for trucks.  It appears that no truck plates in the HDA series had been made yet, but they are now being issued in Hawaii County.  Not all of the TRD series plates were issued in Hawaii County.  At some point in the issuance of the TRD series in Hawaii County, they received and began issuing the HDA series, so later TRD series plates not issued by Hawaii County were issued by Honolulu County.  Meanwhile, back in Honolulu County, it appears that they filled in from the TRA - TRC series, but the TRE series appeared first.  Now the issue is back on track in the TRR series.

After reaching HZY, Hawaii Co. started over at HAA.  HZZ ended up being issued in Honolulu Co. due to a shortage of plates.  HBL may have been skipped.
Update:  Neal Evenhuis reports that Hawaii Co. skipped from HEE to HJA, probably because they ran out of plates in the HE- series.  The HJA, HJB, and HJC series were issued for a short time, then they switched back to the HE- series.  Neal has seen the HEF, HEN and HEP series since the change back.  Therefore, the previous high of HJC 221 reported by Andrew Osborne is sequentially higher than the most recent issues, but the HEP series is technically the new high since it is the newest issue.

Note:  This "new high" was a special pull issued out of sequence to a young lady in Schaumburg, IL.  For those who do not immediately see the significance of this seemingly random number, think back to the 1980s song by Tommy Tutone entitled "867-5309/Jenny" that was on the charts in 1982.  The person who requested and received this plate is also named Jenny.  While Illinois does not normally pull regular numbers by request, a lady who works for the Secretary of State did her best to see that Jenny got her number.  Thanks to Dustin Schuchard and Joey Hurd for the information and story.

Dxx and Ixx series were skipped.  The D series was used for trailer plates on the previous issue.  I, O, and Q are not used in the first position on Iowa plates, but they are used in the second and third position.  U and V are not used in the second and third position.
Iowa began issuing flat plates in the eight most populous counties (Polk, Linn, Scott, Woodbury, Dubuque, Pottawattamie, Black Hawk, and Johnson) with the HMZ series in Black Hawk Co., although at least one Cxx series flat plate has been reported from Story Co. (likely a test plate.)  The other counties continued to issue embossed plates.  Dale Schoening has seen 007 JX
The switch to flat plates in all counties appears to have happened in the JXT-JYC range, although no clean break is identifiable.  JXW was issued in both embossed and flat in Jones Co.  JXX was issued in both formats in Lee Co.  JXY was issued in flats in the early numbers in Lee Co., but Cedar Co. has higher number JXY plates embossed.  Adair Co. has embossed JYC plates, but some higher JYC series flats have also been reported.  603 JYC (Davis Co.) was reported by Scott Fenzloff as a flat.  All plates have been flat beginning with the JYD series.
No plates have been seen in the KDA-KZC series.  178 KCZ (Mitchell Co.) high, 443 KZD (Mitchell Co.) low.  There has been some speculation that since the last series made was KCZ and the last series skipped was KZC, this could have been a clerical error when plates were ordered.

It appears that the new butterfly plate has replaced the Warbler plate (above) as the "Nature's Finest" issue.  The Warbler plate is no longer shown on the state web site.  Series began at 00 001 and ran through 09 999, then 90 001 through 99 999, now 40 000 and up.  The latest series to show up is the current C0 000 series and then F0 000.  Charles Humphrey reports that the butterfly numbers appear to be duplicating the 2003 issue of horse plates, except for the space between the numbers.  He has a horse plate with C1407 on it in use on his car.

This has been the standard issue plate for the past two years, but the plain design appears to be returning in the N series.  The Louisiana Purchase plate began in the middle of the K series where the plain plate ended.  The lowest report Purchase plate is KLL 586.  It appears that the Purchase plate ended toward the end of the M series.  It originally appeared that the break was between the M and N series, but some plain late M series plates have been seen recently.
Update:  The latest word Chuck has received from the state is that they still have a six month supply of older passenger plates, both in the plain and Louisiana Purchase types.  Both types are being issued out of sequence in the J, K, L, M, and N series.  Once the current supply of older plates has been exhausted, new plates with a brown pelican in the center will be issued, but that will probably not happen until early 2005.

NOTE:
A new plate configuration started for October month series.  The date of first issue for the plates was November 1, 2001.

The information that was posted oh Hghs regarding the sequence of issue for the new plates appears to have been incorrect.  The actual progression appears to be of a much more standard type.  Here is what our collective observations have revealed:

The lowest number in the October month format was 10A A00.

As usual for Massachusetts, the last digit corresponds to the month of expiration.  Just as 0 (zero) was used in the last position on the October plates, 8 appears in the last position on the August plates.

The first plate of the new type for October would have been 10A A00, then 11A A00 and on up to 99A A00, then 10A B00, 11A B00, and on up to 99A B00.  After 99A Z00, the next plate would be 10B A00, and the series would continue in the same pattern.  The final plate in that sequence would be 99Z Z00, then the next to last number would change from 0 (zero) to 1, so the next series would begin at 10A A10, then 11A A10, and on up to 99A A10, then 10A B10.  Upon reaching 99Z Z10, the next plate issued would be 10A A20.

There have been at least two distinct discrepancies observed in this issue to date.  The June high is still in the first series, which would have the plate ending in 06, yet a mysterious 46 has been reported.  The 16, 26, and 36 series should have been issued before any 46 plates could appear.  No explanation has been given for this large jump.  Even worse, July plates appear to still be in the second series with the 17 suffix, yet a 97 suffix has been reported.  Again, no explanation has been found.

J series Commercial plates had no space and no dot between the third and fourth digit from J10000 to somewhere between J32000 and J33-000, when the dot was restored.  If anyone can help pinpoint the change, it would be helpful.  J32927 has been reported with no space and no dot, and J33-093 with the dot in the center, so it now appears that the change was made at J33-000.
Update:  Steve Holloway reports J34734 with no space or dot.  The L series followed the K series.  Rich Bell reports a new Commericial issue valid only for 6 months (exp. Apr.) with a S/R prefix for snow removal equipment not otherwise used in the off season.  Tom Castelli is predicting that Commercial plates will skip the M series since that letter is used for Municipal plates on the white on blue format plates.  It is interesting to note that Municipal plates for Boston are on the standard "Spirit" format plate and use the MB prefix.

Michigan has a new Permanent Trailer issue that has the first 7 character configuration for Michigan since 1932.  The plates are in the A000000 format in blue on white with the standard blue band across the top and the legend screened at the bottom in place of the slogan.
Update:  Eric reports that Michigan is phasing out regular trailer plates.  They were last issued 30 SEP 03, and the Permanent Trailer style began 1 OCT 03.  They are gradually replacing regular trailer plates upon expiration.  All regular trailer plates should be expired and off the road by 30 SEP 04.  5 year trailer plates will expire 2-28-07 and will be phased out at that time.

Critical Habitat deer plates appear in the A, D, G, and N series in the old embossed format with the deer on the left side.  Other specialty plates appear in the 2 letter/3 number format.  The B series is used on specialty plates such as Veteran, Firefighters, and other service-oriented plates.  The C and U series were used on University plates.  The E series was skipped, probably because it is used on exempt plates.  Exempt plates are used in the 2 letter/4 number format, so there is a possibility that the E series could still appear on special plates in the 2 letter/3number format.  The H series was used for disabled plates, but only with a stacked suffix.  It is unknown why the F series has not been used, but probably due to avoid potentially offensive combinations.

The Y series started to appear fairly early in the X series issue.  The interesting thing about the Y and Z series plates is that they do not have the screened sticker boxes at the bottom, but they do have a recessed area in the center of the plate between the numbers and letters, which is where Missouri is now placing month and year stickers.  The early X series plates reported so far still have the screened boxes in the lower corners, but Matthew Hicks has reported 422 XTK as the lowest steel plate with the recessed center area so far  He also reports the XLZ series at the highest he has seen in the original format.  YCH is the lowest Y series plates reported.  Matthew Hicks reports that the new plates in the Y and Z series with the recessed sticker box in the center are made of steel, but earlier issues of the current base  have all been aluminum.
Note:  Mike Macik reports the XLY, XMN, and XNM series with both the screened sticker boxes and the recessed area in the center.

Bobby Pressimone reports that New Jersey has changed back to 3M from Avery between PXL and PXS.  The 3M has a more pronounced border, especially at the bottom.  Also, the new sheeting has the standard 3M hologram running down through the middle.  These plates first started to appear around the end of Jan. 2004.
Jeff Fazekas reports that as of 1 Oct. 2004, New Jersey is no longer issuing passenger plate stickers.  Newly issued plates from around RVA forward will not have stickers, and as of 1 Jan. 2005, sticker will no longer be issued for renewals.

OBX has been issued in Dare County, but it is a special issue since N.C. does not use O and begins the second alpha at N in each series.  In a departure from normal issues, OBX-1 through OBX-9999 was issued from Dec. 1999 through July 25, 2000.  An additional block of plates numbered from OBX-01 through OBX-0999 was made available on Aug. 14, 2000.  There is an annual fee of $20 for OBX plates.  For those who may be unfamiliar with North Carolina, OBX is a trendy designation associated with the Outer Banks region on the coast.

Series began at DAA 1000.  Regular issues are still embossed, but special types are flat.  The "sunburst" design (from the state seal) that appears in the background is used on regular passenger and truck plates, but not on other types.  This is the new standard issue for new registrations and replacements, but older plates are still being revalidated unless the owner chooses to pay a fee for the new plates.  The 1991 blue on white issue has officially expired and should no longer be in use, but they are still fairly commonly seen with current stickers.  There appears to be no enforcement effort with respect to eliminating those plates.

The following letter blocks have not been seen yet:  DEA-DEZ, DUA-DUZ, EAA-EAZ, EEA-EEZ, EFA-EFZ, EUA-EUZ, FAA-FAZ, FEA-FEZ, FKA-FKZ.  Bruce Bufalini notes that vowels (A and E are the only ones used in general issue plates) have not been used in the second position on plates in the Exx and Fxx series, nor have repeating first and second letters been used.  This has been a departure from the Dxx series since DAA-DAZ and DDA-DDZ plates were issued.  Pennsylvania has not used the letter U since the 7 character plates began in 1991.  FM- confirmed through FMZ, but no FN- plates reported yet.
FFA-FFZ was in the group of plates not seen, but Andrew Osborne reported seeing FFV-6420 on 27 May 04.
FAD, FNA, FNB, and FNZ have been confirmed by Joshua Campfield.
A redesigned version of the current standard issue plate with the slogan VisitPA.com is now appearing.  The new high was seen on an unissued plate.  Issuance of the new design was supposed to start on 22 DEC 04.   FXV-9124 is the current high in the original series before the change, which probably began at GAA or GBA.  We will continue to list the high on the original design to narrow down where the change took place.  GBA-0937 was seen on the road in Harrisburg by Tim Gierschick on 7 JAN.

South Dakota is now issuing flat plates.  The spacing has changed in double digit counties using suffix letters.  As a result, the numbers look very similar to the odd system Massachusetts recently began using.  Spacing seems to follow the traditional style with numbers such as 23A 234, but upon reaching 23Z 999 where embossed plates changed to 23AA 23, flat plates are being made with spacing that shows up as 23A A23.  Andrew Osborne reports that South Dakota is using even larger number/letter fonts on the new screened plates.  They extend slightly into the color band at the top of the plate.

After reaching the end of the YZZ series, the BAA series began.  The Z series was not used for passenger because it was used for all-terrain vehicles earlier.  The A series was skipped because the early part of the series was used for handicapped plates.  The B series seems to be using just vowels so far since the original run of plates in the B through T series omitted vowels.  A new issue is possible in 2005, so this may be a temporary stretch of the current plates to last until then.
Alan Bones reports that plates recently issued in the BSE series have been recalled because of the connotation with mad cow disease.  The beef cattle industry is an important part of the economy in the province.  Those plates had been issued in more than a half dozen communities.  Rod Gough reports seeing two cars displaying BSE series plates, but it is unknown if the recall was mandatory.

"Class 1" plates are used for rental cars, tour buses, and on the front of big trucks.  The series started as a hyphenated all-numeric in the 1-12345 format, then 2-12345, then 3-12345, followed by the letters B, C, and F in the first position.  It takes about 3 years to run through 99999 of these plates.

David Allyn Brown reports that trailer plates began at 0000-1A, with suffixes of B, C, D, then reverted to all-numeric 4000-00 through 9999-99.  Next came the letter prefixes, leaving the divider between the fourth and fifth characters.  (The divider position signifies the licence category in Alberta.)  The letter prefixes employed so far are N, P, R, S, and T.

Newfoundland avoids using the letter U, but I, Q, U, and Y are generally used.
Andrew Osborne reports that Irwin-Hodson is now manufacturing Newfoundland plates in a completely redesigned base that is the third variety of the flag design.  "Canada" has been removed from the plates and the new style began at HHA 001.
News from Shawn Auchinleck via David Fraser is that Newfoundland has run out of passenger plates (at least in metro St. John's) and is now issuing Commercial plates for car registrations.
The first batch of Veteran plates was made by Waldale, numbered HHB 001 through HHB 999.  The HHB alpha was skipped in the Irwin-Hodson contract, as the contract started at HHA 001, and on up to HJG 999, skipping HHB plus a couple of other alphas because of certain letters they do not want to use.  The bulk of Veteran plates are on the Irwin-Hodson contract, and are numbered HJL 001 to HJP 999, which is an extension of where the Irwin-Hodson made car plates will end.
The bottom line is that there will be two varieties of passenger plates made by Irwin-Hodson, Commercial plates made by Waldale, Commercial plates appearing on cars, and two varieties of Veteran plates on the road.
It appears that the HKx series was skipped.  The HLx series is a continuation of the HHx and HJx type from Irwin-Hodson.
