Go to http://www.microsoft.com/msagent/downloads/user.asp#tts and select text to speech (TTS Engine) and "American English".

Directly below that download the Microsoft SAPI 4.0.

You will now be able to hear Merlin speak if you are using Internet Explorer as your browser.

It will not work with any other browser!
