Matthew was in the British Army at the time of Queen Victoria's reign. (1837 to 1901). 
In 1858 control of India was transferred from the East India Company, a trading firm, to the British Government. Victoria was proclaimed Empress of India in 1876. Matthew was assigned to go to India about 1881 but he deserted and went to America. 
When Queen Victoria had reigned for 50 years she gave a pardon to all who had deserted. Walter Cook has this paper.
Immigrants who made the Atlantic crossing after 1855 were processed through Castle Garden, a converted amusement park on the tip of Manhattan. This was replaced in 1892 by Ellis Island. 
Matthew probably traveled by train from his arrival point to Philadelphia as the nation's rail system was advancing well at this time.
