Scooter safety moves urged

Most children injured in scooter accidents are unsupervised and not wearing helmets, Melbourne researchers say.

They have called for better education, protective gear and changes to road rules.

An 18-month study by the Monash Medical Centre pediatric emergency department found that 42 per cent of the 67 children treated for scooter injuries from December 2000 to May 2002 had fractured arms.

"Only 11 of them were wearing any protective gear," Southern Health senior registrar Natalie Hood said. She will present the study findings tomorrow at an Australasian College for Emergency Medicine symposium in Melbourne.

"They're not life-threatening injuries, but there is significant morbidity when you have to have plaster on your arm or stitches when you are little," Dr Hood said.

"The scooters have gone through a popularity boom... That's now plateaued off and the incidence that we're now seeing is about the same as skateboards and inline skates."

Scooter injuries constituted 1.3 per cent of the 5000 trauma injuries seen by the pediatric emergency department over the study period.

Bicycle injuries can be more serious, but scooter injuries often affect younger riders: the injured children had a mean age of 9.

"We found that most of them get injured on footpaths, in the home and the surrounds of the home," Dr Hood said.

She said parents should supervise their children and educate them about stopping safely and not riding too fast.

There were also public health benefits from age restrictions and better scooter and protective equipment design, Dr Hood said.

"There are no wrist guards that are suitable for scooters and we are seeing forearm injuries," she said. "Although we certainly recommend children wear helmets, we feel that the compulsory wearing of helmets is not likely to alter the overall pattern of injuries."

Under Victorian regulations, scooter riders aged over 12 must, like cyclists, ride on the road and wear an approved helmet. Children under 12 can ride on the footpath.

A national scooter working party, chaired by the West Australian Road Safety Authority, is reviewing road rules for children's and motorised scooters. It will report to state transport ministers in November.
