In his own words, Robert Underwood said that Chamorros are in danger of becoming a minority and losing political power because so many Filipinos are coming to Guam.
"The Chamorro people still constitute the largest group and generally control the political structure of the Government of Guam. However, based on the rate of Chamorro out-migration and Asian (especially Filipino) in-migration during the past three decades, this will no longer be the case."

If you want to be the Governor of all the people of Guam, you have to respect all the people of Guam.
