In the year 1991 construction on the Blundhaven Family Mall was begun by Stillinsky development corporation on the sight of the old Blundhaven Majestic Movie Theatre. (Burned to the ground in 1986) In the year 1995 the board of directors of the corporation was revealed to be operating as part of the Council, a terrorist group. In the legal confusion that followed the mall was nearly forgotten. Construction was started again in 1998 when the city partnered with Plantation corporation. Unknown to the city another Council front.
In the intervening years I moved into the construction site and excavated a large area beneath the site in preparation for constructing a secret headquarters there. I continued with this, even after the customer was arrested, thinking that I could sell the complex later on. I was just finishing up the Dungeon Complex part of the secret headquarters when construction on the mall itself was resumed. While the mall was being completed I worked out a deal with the Council. I proposed that with both the mall and the dungeon complex under it they could provide a unique service to supervillains (and those who want to be supervillains) and at the same time provide a profit far beyond the normal capabilities of a simple retail complex. Though the Council has first claim on the use of the complex they have allowed me to rent it out in return for part of the profits when they are not using it. For additional cost Council operatives can be rented out as henchmen and/or security forces.
Located on the East Coast within easy commuting distance of both Gotham City and New York, with a hidden airfield nearby, the Blundhaven Family Mall Dungeon Complex has many points that can be made a large part of any supervillain's evil plot. The complex is well insulated against sound, radio or even mental distress calls. The Complex is also under a 50 foot mixture of scrap iron, steel and lead ore that will confuse any Xray scans but not appear to be man made.
