NAIC - Arecibo Observatory

 

Purpose

 

The Puerto Rico Spectrum Users Group’s (PRSUG) purpose is to assist federal government agencies on Puerto Rico and neighboring islands to efficiently utilize their radio frequency resources. The PRSUG is a local group and does not set policy or establish procedures for the federal agencies use of the radio frequency spectrum.

 

 

Group Members

 

The following government agencies are encouraged to provide representatives at meeting of the PRSUG: US Forest Service, Department of Agriculture, Federal Communication Commission, US Navy, Federal Aviation Administration, US Coast Guard, National Science Foundation, US Army, Puerto Rico National Guard, Puerto Rico Air National Guard, Department of Justice, US Customs, and any other federal agencies.

 

 

Group Associate Members

 

Non-federal agencies are encouraged to provide a representative at meetings of the PRSUG.

 

 

Meetings

Meetings of the PRSUG will be held at least every six months, preferably in January/February and July/August. Meetings will be scheduled to last a period of, at most, one day and will be held at location determined and arranged by the Chairperson.

 

Inputs for meeting agendas will be solicited by the Chairperson prior to each meeting. As a minimum the following subjects will be covered at each meeting of the PRSUG: NSF operations schedule, new systems installations, major military exercises, and policy or procedure changes which could affect other agencies.

 

 

Responsibilities

FPS-117 Installation, 140th ADS

 

The Group provides advice and assistance as needed in the following areas:

 

  1. Radio Frequency Interference (RFI) Resolution. Group members will provide the following consistent with their capabilities:

 

(1)   Coordinate, plan and schedule missions in order to avoid RFI to other users.

 

(2)   Monitor ongoing operations and provide assistance in identifying, isolating, and resolving sources of RFI.

 

(3)   Adapt existing procedures, as necessary, and develop new procedures that minimize RFI.

 

(4)   Provide dedicated communications channels, when mission requirements dictate, to coordinate with other spectrum users.

 

(5)   Pursue procurement of equipment, which will aid in identification and resolution of RFI.

 

  1. Electromagnetic Compatibility (EMC). Group members will provide the following consistent with their capabilities:

 

(1)   Briefings of new systems planned for installation.

 

(2)   Analysis of equipment and operations planned in order to assure compatibility

 

(3)   Schedules of operations that require particularly interference-free operations.
