I. INTRODUCTION
Aklan, the youngest of the four provinces of Panay Island following its establishment in 1956 under Pepublic Act. No. 1414 as a province separate from Capiz, is one of the oldest provinces in the country. The province is constituted of 17 municipalities comprising a total of 327 barangays. Of these municipalities, Kalibo is its capital town which is located at the center of all coastal municipalities.
