[About Dr. P. S. Roy]

Dr. Partha Sarathi Roy (Roy ) is currently Deputy Director of National Remote Sensing Centre and leading multidisciplinary natural resource scientists. He is also Mission Director of Earth Observation Application Mission Programme of Indian Space Research Organization. He has made enriching, conspicuous and pioneering contributions in Geo-information science and Remote Sensing technology for measuring, mapping and monitoring of natural resources, conceptualizing solutions for disaster management and investigative exploration of geospatial analysis & modeling.

Dr Roy, professionally an ecologist has made scientific contributions in developing remote sensing based methods to study vegetation, landscapes and ecosystems. He has been the team leader for the first ever national level satellite remote sensing application for the generation of geospatial information on forest cover mapping and monitoring. He is part of international geospatial mapping and validation team (South Asia) for Global Land Cover - 2000; initiative undertaken in Millennium Ecosystem Program of UN-FAO and ESA. Presently, Dr. Roy leads the national initiative on 'Biodiversity Characterization at Landscape level`, a major inter-institutional countrywide initiative to create biodiversity database in natural landscapes through a geospatial model. Geospatial model - SPLAM developed by him, is a major contribution to the science of Landscape Ecology and Conservation Ecology.

Presently, his most significant contribution is in the planning, designing and execution of the consequential National Database for Emergency Management (NDEM) - a multi-institutional initiative of Ministry of Home Affairs to create national database for handing multiform contingencies at three different levels. He has made key contribution in setting up the establishment of 24/7 Decision Support Centre (DSC). The centre provides operational services in the event of disaster like flood inundation, drought, forest fire, landslide, earthquake and cyclone. The geospatial information are acquired (aerial, satellite and ground), processed, converted as information products and served to state departments, central agencies and other agencies involved in disaster relief, rescue and mitigation.

Following GIS products and solutions have been developed and matured under his leadership: Drought Assessment at sub-district level, Flood Management Information System, Forest Fire Information System (INFRAS), Land use and Land cover & Wasteland Information Systems. These applications are developed around web-enabled environment and Geo-web services using OPEN SOURCE tools. He has also developed three information systems portals which are one of the first Internet hosted GIS in India viz., Biodiversity Information System (www.bisindia.org), Indian Bio-resource Information System (www.ibin.co) and BHOOSAMPADA (www.gateway.nrsa.gov.in:15001) . He is also Project Director, National Natural Resource Census, under National Natural Resource Repository Programme (NRR) of ISRO for mapping of various natural resources of the country on 1:250K/1:50K scale using Resourcesat-1 data.

He has instituted Masters, Postgraduate Diploma and Certificate programme at Indian Institute of Remote Sensing (IIRS) with technical collaboration with International Institute of Geo-information Science and Earth Observation Science (ITC), The Netherlands. The Masters programme is first of its kind in India - a shared programme where the students study for 13 months at IIRS and three months at ITC, Netherlands. He has provided effective leadership in promoting excellence in science education at all levels. He has helped in setting up Centre for Space Science and Technology Education in Asia and the Pacific by contributing in curriculum development, teaching and guiding post graduate research to the students of Asia Pacific Region. He has initiated GIS courses at various universities/institutes. He has been responsible for conceiving and establishing the Symbiosis Institute of Geo-informatics (SIG), Pune for creating Geo-information and management professionals. He has versatile experience as researcher, scientist with experience in executing operational projects, faculty in training & educational institution, institution building and management of scientific institutions/organizations of national and international repute. He has interfaced and networked with government and international agencies for funding projects and programme of national relevance.

He has been active in publishing papers in both scientific journals and professional meetings. He has published more than 116 papers in peer reviewed national and international journals, edited 4 books and contributed 29 chapters in different books. As an advocate for geospatial technologies, his goal is to promote sustainable development, appropriate technology, service learning, and system thinking in his area of scientific research that includes disaster management, spatial analysis and modeling, surveying, satellite remote sensing mapping, monitoring of natural resource, landscape ecology and biodiversity conservation. Dr. Roy has presented many named and endowed lectures as well as plenary lectures at national and international meetings.
