Request for Payment USD $ 8,656,973 Unpaid Outstanding Balance Government of Dubai Electricity & Water Authority (DEWA).

Based on supreme orders of His Highness The Late Sheikh Rashid Bin Saeed Al Maktoum God Bless His Soul, UAE Premier & Vice President Ruler of Dubai to Government of Dubai Water Department (DWD) {Now called Dubai Electricity & Water Authority (DEWA)} to purchase directly Water Supplies Material from us, Local Purchased order issued, We have delivered Technical Supplies & Goods wherever directed Total worth USD$ 13,394,125.55(AED 49,156,440.77) as follow:

Hydrosystems Establishment delivered Technical Goods to DEWA worth USD$ 5,561,527.48(AED 20,410,805.86) and received payment USD$ 2,590,360.87 (AED 9,506,624.40) only. The remaining amount still unpaid since then USD$ 2,923,877.11(AED 10,730,629).

Condor Trading Agencies delivered Technical Goods to DEWA worth USD$ 7,832,598.07(AED 28,745,634.91) and received payment USD$ 2,099,502.16 (AED 7,705,172.91) only. The remaining amount still unpaid since then: USD$ 5,733,095.91(AED 21,040,462.00)

3.Total Technical Goods delivered to DEWA by both Condor Trading Agencies & Hydrosystems Establishment worth USD$ 13,394,125.55 (AED 49,156,440.77). Fifteen years ago we have received only $ 4,689,863.03 (AED 17,211,797.31) and not a cent since then.

The newly formed DEWA formed an orchestral committee to commit the following defaults:

1. Deny our right and stop the payment of USD$ 8,704,262.52 (AED 31,944,643.46) outstanding in spite of the fact that the goods is received, used & consumed in Dubai water production, Distribution network development.

2. Auctioned all goods in its stores to eliminate any evidence of goods existence when we requested them to pay or return the goods.

3. Though these receivables are legitimate and payable upon presentation as per the audit reports of DEWA formal Audits M/S: Saba & Co (Touche & Ross) DEWA forbidden SABA to update our outstanding balance every year.

By having faith in the legal system, I have requested the Legal Advisor of Government of Dubai to allow me to litigate DEWA; I haven’t received any feedback for my request over 7 years, when this petition was file on 07.01.1993.

Since then, I am sending every month by DHL an appeal to the Crown Prince of Dubai permission to:

1.Full settlement.

2.Give back our goods.

3.Allow me to take DEWA to court.
