Similar concerns also are being raised about involuntary human experimentation involving new forms of classified research and testing of high technology military weaponry, including microwave and laser equipment. Groups working on these issues cite, among other evidence of the existence of these unauthorized testing procedures, a White House inter-governmental memorandum dated March 27, 1997, establishing stronger guidelines prohibiting non-consensual testing for classified research, but suggesting, by implication, that this type of human subject research may, in fact, be taking place. … these allegations of continuing improprieties involving secret government sponsored human testing should not be dismissed without more thorough, impartial investigation.

Gloria Naylor's Account


Gloria Naylor is considered one of the leading African American writers of our time. She has written for theatre, film, and television, and is the author of six novels, including "The Women of Brewster Place" which won the national book award in 1983. Her books have been translated into twelve languages and are taught at college campuses throughout the world.

In her book 1996 she gives an autobiographical account, albeit fictionalized, of the year in which she first became a target of government surveillance, psychological warfare and ultimately electronic mind control.

Yes, this is for real, folks. This isn't just a novel, this really happened to her. And if you'll listen to her audio inteview with independent investigative journalist Greg Syzmanski below, you'll see that she clearly isn't crazy.



Naylor's experiences of "gang stalking" are very similar to my own. There are some differences. I may have been harassed with "remote hearing" only a few times. She doesn't describe having been exposed to the physical torture that mind control EM beams and implants are capable of inflicting, such as the sensation of being electrocuted, stung. The effects she describes seem to be mainly psychological. She doesn't describe deterioration in her memory and ability to think clearly, i.e. temporary or possibly permanent, physical brain damage. She doesn't describe direct manipulation of her mental/emotional state, stimulation of sexual arousal, etc., things that many other victims have experienced.

What law prohibits experimenting on people without their informed consent? 

What I found, when I looked into it, is there is no law on the books requiring that informed consent be obtained. More important, I believe there is a need for such a law, as there continue to be cases where this basic right -- I do view it as a basic right -- is abused. 

... we still don't have a law on our books requiring that informed consent -- those two words, `informed consent' -- be obtained prior to conducting research on human subjects. 

... Unfortunately, Mr. President, there are ongoing problems with inappropriate, ethically suspect research on human subjects.

Cesaro, deputy director for advanced sensors at the Pentagon’s Advanced Research Projects Agency, in an interview prior to his death two years ago, contended that "in our experiments we did some remarkable things.
