Dialing to Moldova has Changed! You now need that extra 2 (just like dialing within Moldova). To call someone in Moldova - to Chisinau, for example, you dial 011(int'l access)-373(Moldova)-22(Chisinau)+local number, or for Cimislia it's 011-373-241(Cimislia)+local number.

I did some research on phone rates to Moldova using the following web sites:

I also made the rounds of ATT, Sprint, MCI, etc., etc. and found the best rates were with the 10-10 or "dial around" services. The best I discovered were:
Per 10 minutes - 10-10-220 at $2.99 and 25 cents per minute over 10 minutes - This
service, however, will charge you $2.99 even if your call doesn't go
through, and they are very slow to post refunds(if at all). Thus, I have
to advise against using 10-10-220.
Per one minute - 10-10-719 - 23 cents per minute. Seems to work well with a 30 cent
surcharge per call, so your per-minute charge will be slightly higher.
- 101-6868 at 44 cents per minute (Availible in only 20 States. Check
at www.1016868.com for availability.).
The above "dial around" services have no monthly fees or extra charges.
So to dial your host mom in Hincesti, you dial 10-10-719 - 011 - 373 - 234 + local number.
Calling Cards - Aurica has been using various calling cards (such as Holland One) that range from an overall 10-15 cents per minute. Big caveat - you will never get the number of minutes the service says you have, though in general, this has been the best deal of all telephone services to Moldova.
