The Australian Government's overseas aid program aims to increase access to quality education and training for people in partner countries. The program provides selective assistance in distance education, higher education and institutional strengthening.

Open Category: At least 20 scholarships are open to anyone in the community, providing they are Lao citizens, resident in country for two years, between the ages of 18 and 35 and speak good English.

Public Sector Category: Up to 20 scholarships for government officials are awarded under this category.

The Application Process

Application forms can be obtained from the AusAID office Vientiane in the middle of March. Provincial applicants may request forms to be sent to them.

Under both categories scholarship holders need to have attained the minimum level of English language ability set out in the eligibility criteria.

       The Fujitsu Asia Pacific Scholarship (Fujitsu Scholarship) Program, sponsored by Fujitsu Limited, provides financial assistance for postgraduate education and cross-cultural management training to participants from the Asia-Pacific region. The Ship for Southeast Asian Youth program

 

     The Ship for Southeast Asian Youth Program (SSEAYP) is based on the respective joint statement issued in January 1974 between Japan and the Republic of Indonesia, Malaysia, the Republic of the Philippines, the Republic of Singapore and the Kingdom of Thailand. Negara Brunei Darussalam has joined this program officially in 1985, the Socialist Republic of Vietnam in 1996, and then the Lao People's Democratic Republic and the Union of Myanmar in 1998. The Kingdom of Cambodia participated in this program as an observer since 1997.

The purpose of this program is to promote and strengthen friendship and mutual understanding among the youths of Southeast Asian countries and Japan, as well as to broaden their international viewpoint and to cultivate the spirit of international cooperation. These goals are promoted by providing the participants with an opportunity to live together and carry out various activities on board the ship, to visit the participating countries, and to be engaged in such activities as visits to various institutions and goodwill exchanges with local youths.

THE MATSUMAE INTERNATIONAL FOUNDATION
 

 

The Fund of the Matsumae International Foundation is based on donations from many Japanese people who have responded with goodwill to Dr. Shigeyoshi Matsumae's call. While many donations are kindly offered by enterprises and groups, most of the donators are individuals who are sympathetic with the Founder's ideals, and maintain regular contributions to the Fund from their limited incomes.

Successful applicants are urged to seriously consider and understand the goodwill of those persons, and ensure that the provided fellowships are utilized effectively.

1. ELIGIBILITY REQUIREMENTS

Applicants of non-Japanese nationality who meet all of the following general eligibility requirements are invited to submit the required application documents.

  1. Applicants must hold a Doctorate degree, or have a minimum of two years of research experience after receipt of a Master's degree, or be recognized by the Foundation as possessing equivalent academic qualifications.
  2. Applicants must not be over 40 years of age at the time of application.
  3. Applicants must have sufficient conversational ability in English or Japanese to prevent insurmountable difficulties during their research activities in Japan.
  4. Applicants should not have been in Japan previously. Application must be submitted from the applicant's home country. Under no circumstances will an application be accepted from a person already in Japan.
  5. Applicants who have firm positions and professions in their home nations should apply from their countries, and should return to their countries on completion of their research activities in Japan.
  6. Applicants who have previously been invited by the Matsumae International Foundation are not eligible for this fellowship program.

Japan-ASEAN High School Exchange Program

 

The Japan-ASEAN High School Exchange Program aims to promote multilateral exchanges and mutual understanding between Japan and the ASEAN member countries. It is a scholarship program funded by the ASEAN Solidarity Fund that enables students from Japan to visit ASEAN-member countries and for students of ASEAN-member countries to visit Japan for periods of 4 weeks, 6 weeks or 1 year. Exchange students live with host families and attend host schools. The program started in 2001 and is now on its third year of implementation

International College Student Exchange Programme between Korea and ASEAN Students

 

The Programme offers full scholarship which include tuition fees, accommodation, accident insurance, round-trip ticket and living expenses for USD 500/month to 10 ASEAN Students for a period of 1-2 semester at Daejeon University.  The scholarship will commence from Fall semester or August 2002.  Deadline for application is 27 May 2002 and the scholarship will be announced by 30 June 2002

New Zealand Agency for International Development (NZAID) Scholarships - tenable at the University of Otago

 

The New Zealand government offers a range of postgraduate scholarships to students from targeted countries for study at New Zealand tertiary institutions. The scholarships have a developmental focus, and are designed to aid the social and economic development of eligible countries.

1. NZAID Postgraduate Scholarships

NZAID Postgraduate Scholarships are for postgraduate study in New Zealand in areas of developmental relevance which will enable students to make a significant contribution to their home countries. NZAID Postgraduate Scholarships pay for travel costs, tuition fees and provide an annual emolument to cover most living expenses.
 

The NZAID Postgraduate Scholarship is not a government-to-government scholarship and applicants from eligible countries apply direct to the NZ tertiary institution in which they wish to study. The International Office of the University of Otago is pleased to provide an application form on request.

    The Swedish International Development Cooperation Agency (Sida) and the Asian Institute of Technology (AIT), as part of their longstanding partnership, have entered into a new cooperation agreement for capacity building for sustainable development through higher education and training in Cambodia, Lao PDR and Vietnam for the period 2004-2007. Under the corporation agreement, 136 scholarships will be provided for master's degree studies at AIT."

"SIDA Scholarships in 2004-2007: During the years 2004-2007, 136 scholarships will be offered to students from Cambodia, Lao PDR and Vietnam for master's degree study at AIT. Increased emphasis will be given to the nationals of Cambodia and Lao PDR while the offerings are made. The scholarships will be offered in the regular or flexible master's degree programs in the areas of natural resources management, environment including urban planning, urban infrastructure, waste management, energy with focus on electric power system management and alternative energy, and executive-MBA (human resources management). Six scholarships will be reserved annually for the staff of the Mekong River Commission (MRC).

Applicants should be from government agencies and state-owned enterprises as well as universities and research institutions. Only candidates who have qualified for admission to AIT are eligible to be considered for the Sida scholarships and those whose English language or academic background needs further improvement will be provided with Bridging support to prepare them for the master's study at AIT."

Thailand

The Women's Studies Center, Faculty of Social Sciences, Chiang Mai University  is currently soliciting applications for scholarships for the Women's Studies Masters Program. The scholarships are made possible through support from the Rockefeller Foundation, and will be available from the beginning of the 2004 academic year for three students from the Lao Peoples' Democratic Republic. Following are program specifics:

1. Characteristics of the scholarship:
        (a) Scholarship funds are limited to three years per student
        (b) Curriculum is presented in the Thai language
        (c) Scholarships will provide a monthly cost of living allowance of 7,500 Baht per   
              student, and will cover the cost of course fees, registration fees required by the
              university to complete thesis requirements, and a trip home twice each year

    2. Required qualifications for applicants:
        (a) Completion of a Bachelors degree or equivalent
        (b) Grade point average of at least 2.50 or at least two years of work experience in the
              field of women's development
        (c) Good writing skills in either the Thai or English language
        (d) Permission to take leave from current employer

     3. Application process:
               Applicants must send one completed application and supporting documents to the
         Women's Studies Center, Faculty of Social Sciences, Chiang Mai University by J
         anuary 31, 2004 in order to be considered for funding.

     4. Selection process:
              The selection committee will select applicants based on a test of writing skills and
          oral interviews on February 21, 2004 9.00 - 16.00 at the Setha Hotel in Vientiane and
          on February 22, 2004 13.00 - 17.00 in Luang Prabang (given sufficient interest).

     5. Notification process:

           Applicants will be notified of the results of the selection process by February 28, 2004.

Conditions:

     1. For the duration of the three-year funding period, scholarship recipients must commit approximately fifteen hours per week to assist with the academic work of the Women's Studies Center.

     2. Upon completion of the project, scholarship recipients must return to work for the government or for a non-government organization within the Lao Peoples' Democratic Republic.

The Fulbright Scholarship

 

 Scholarships will be awarded under the J. William Fulbright Program for study during the academic year. Individuals from both the public and private sectors may apply. Female, minority and provincial candidates are encouraged to apply.

The Fulbright Program was established by the U.S. Congress in 1946. The purpose of the program is to increase mutual understanding between the people of the United States and other countries through the exchange of persons, knowledge and skills. Fulbright grants will be awarded for graduate study at the master’s degree level in all fields of study, except medicine.

The Humphrey Fellowship

The Humphrey Fellowship provides mid-career professionals from developing countries an opportunity to enhance their professional capabilities through participation in specialized, 10 month, non-degree programs at selected U.S. universities. Professionals from both the public and the private sectors are eligible to apply. Female, minority and provincial candidates are also encouraged to apply.

Humphrey Fellowships are offered in the following fields: agricultural development, communications/journalism, educational planning, natural resources/environment, public health policy/management, human resource management, human rights/law, public administration, technology policy, economic development, urban and regional planning, and finance and banking.

ELIGIBILITY:

- Fulbright applicants must be Lao citizens between the ages of 25 and 40, Humphrey applicants must be Lao citizens between the ages of 30 and 45, and all applicants should be resident in the Lao PDR at the time of application.

- All applicants must have at least three years of work experience, a superior academic record and proficiency in the English language. Applicants must submit proof of English proficiency as measured by a TOEFL score of 500 or more or an equivalent TELP score with their applications. Selected candidates may also be required to take the appropriate graduate admissions exam.

- All applicants must have approval from their current employer or the appropriate government ministry, at the time of application and agree in writing to return to the Lao PDR upon completion of their studies.

Asia Pacific Leadership Program

   The Asia Pacific Leadership Program (APLP) is a six- or nine-month certificate program designed to help students and professionals focusing on the Asia-Pacific region to develop as leaders in their chosen field. Hosted by the East-West Center at its campus in Honolulu, Hawaii, the APLP uses course work, group projects, field trips, skills workshops and a three-week field study to help participants develop regional literacy, cultivate leadership skills, network with colleagues and mentors, create strategic plans for career development and learn how to function in multi-cultural environments. APLP graduates will leave the East-West Center more knowledgeable about the societies and issues of the Asia-Pacific region and trained to exercise leadership and promote cooperation in a variety of cultural, geographic and institutional environments. Under an Action Plan approved by the Board of Governors in 1998, the Center's institutional objective, toward which all its activities are directed, is to help build an Asia Pacific community including the United States as a full partner.

ELIGIBILITY – ALL STUDENTS

Required: All APLP participants must have a Bachelor’s Degree from an accredited college or university.

Recommended: While there is no specific age requirement for participants, the APLP generally seeks participants who are in the early to middle part of their careers. The age of past and current participants has ranged from 22 to 42.

The Asia Pacific Leadership Program invites applications from all countries. Applicants must have proven experience or interest in the Asia-Pacific region.

ELIGIBILITY – INTERNATIONAL STUDENTS

Non-U.S. participants will be issued a Form DS-2019 to apply for a J-1 exchange visitor visa to participate in the program. Although APLP is funded by non-U.S. government funds, participants may be subject to the two-year home country residency requirement, Section 212 (e) based upon the Exchange Visitor's Skills List. If subject, participants must aggregate two years in their home country before qualifying for an H or L (working) visas or U.S. permanent residence unless granted a waiver by the US Bureau of Citizenship & Immigration Services. Subjectivity to 212(e) should not affect the procurement of any other visa types.

Asian Scholarship Program

The Asian Scholarship Program, initiated by the New York Turtle and Tortoise Society in the fall of 2000, is a vital response to the ongoing and unsustainable loss of turtle populations throughout Asia due to commercial exploitation and other threats.  Extirpation of many populations and extinction of a number of species is inevitable unless concerted conservation measures are taken

As an Scholarship Program applicant, you must:

 

  • Have a demonstrable proficiency in speaking and writing English;

     
  • Have completed at least one year of college (or the equivalent of professional training), including a basic course in biology or zoology;

     
  • Have a demonstrated interest and some knowledge of the endemic chelonian fauna of your country, or of Southeast Asia; and

     
  • Be in good physical condition, and be prepared for the rigorous work schedule required by the Program.

     
  • Have your passport (which is required for foreign travel) and be prepared to apply for a visa at a U.S. Consulate or Embassy near you, should you be accepted into the program.  Note that this application will be online and available year-round; please return to this page and complete your application when you receive your passport.  You should also be aware that visa requirements are substantially stricter since the 9-11 attack, and that applications for visas should be made immediately after you are notified of your acceptance into the program.  We will be advise you of the materials you must present for your visa interview

    What is the Asian Scholarship Foundation?

    The Asian Scholarship Foundation (ASF) is an Asian-led non-profit organization funded by a grant from the Ford Foundation that is mandated to:
    • strengthen regional capacity to produce scholarly research on Asian societies
    • create a network of Asian specialists on Asian Studies in Asia
    • develop a regional perspective among scholars working in the field of Asian Studies
    ASF grants are made available to scholars, researchers and professionals who are citizens of and residents in any of the following participating countries: Bangladesh, Bhutan, Brunei, Cambodia, the People’s Republic of China, India, Indonesia, Laos, Malaysia, Republic of Maldives, Myanmar, Nepal, Pakistan, the Philippines, Sri Lanka, Thailand and Vietnam.

    ASF makes it possible for young and middle-level scholars, researchers and professionals to undertake a research project or do a study, to conduct seminars and workshops, to help build a network of Asian scholars in Asia in the field of Asian Studies and/or to write papers in the Arts, Culture, Humanities, Social Sciences in another Asian country in any of the grant categories described below.

    The grants cannot be used for completing an academic degree.

    Worldbank Scholarship

     

    In 1987, the World Bank, with funding from the Government of Japan, established the World Bank Graduate Scholarship Program (WBGSP) for graduate studies in subjects related to economic development. Each year, the Program awards scholarships to individuals from World Bank member

    countries to undertake graduate studies at renowned universities throughout member countries of the Bank. Now in its seventeenth year, the Regular Program has awarded 2,142 scholarships, selected from nearly 42,000 applicants. In addition, 745 scholarships have been awarded in the various JJ/WBGSP Partnership Programs for a total of 2,887 awards.
