KSAS, a P.A.C. will cease formal business on July 15, 2008. Any dues paid since January 1, 2008 will be refunded on request, or applied to a donation of the members choice to pay on the old debt owed the Topeka lobbyist, or as desired by the member. Please call Phil at his office 316 269 0602.

Governor signed two more pro-gunrights bills April 21, 2008 that Phil got throught the legislature, with lots of help from a majority of both Houses.
Kansas residents will be able to own Class III firearms beginning July 1, 2008 this includes many useful types of firearms, such as the old Marble's Game-Getter, a packable rifle designed to carry on a bicycle or in a pack. For those with deep pockets, they can buy a machinegun and boost the economy with ammo purchases!!!
Also, the Emergency Power Bill is law effective July 1. This is the Katrina/Greensburg inspired "no you can't confiscate my guns" law. Thanks to Phil and all the legislators who who helped pass this.

   United States Attorney General Report on Second Amendment

U.S. Court of Appeals in the matter of the Washington, D.C. gun ban.
The Supreme Court will be hearing the case, probably in March 2008. A decision may be issued before the November General/Presidential Election.

Read the HELLER opinion of the CourtSupreme Court rules Second Amendment protects an individual right to keep and bear arms. Self-defense is also a constitutional right.

Kansas concealed carry handgun permit now recognized in twenty-two other states.

Missouri Attorney General webpage with a very useful interactive map that will take you to pretty much any state's official CCW/self-defense web site.

Another useful site, but as always, check to verify accuracy and currency. Handgun Law US with several useful interactive maps.

Using the interactive map indicates that a Kansas resident, with a CCH, who gets a Utah non-resident permit can carry in about 40 states.

UPDATE March 2007 Training and applications proceeding smoothly. Permits being issued in about 50-60 days from application being submitted to your local sheriff. Sedgwick County CCW procedures

To see what qualification is required for retired deputies to carry nation-wide Retired qualification.

The Kansas CCW course and qualification is simple and should not be a problem for most shooters. A total of 25 rounds from any caliber and type of handgun is required. The target used is the fat "bowling pin" TQ-15 target at 3, 7, and 10 yards with no time limit. Passing is 18 of 25 in the scoring area 72%. I did not see anybody fail. Practice on paper plates and keep them in the center area and you'll do fine.

Stay active, the gun control battle is always there. We cannot create pro-gun media events to rival even one criminal use of a firearm. The criminal or terrorist gets to pick their time and place and because the law is as it is, it isn't likely that a gun owner will be present to "save the day." In fact, should a gun owner stop a crime in progress it will fall below the media threshold needed to get media attention.
