ABSTRACT: Ioan-Iovitz POPESCU received the BS (1955) and PhD (1961) in physics from Bucharest University. He has been professor of plasma physics and optics with the Physics Faculty of the Bucharest University since 1955 and senior scientist with the Bucharest Physics Institute and the Institute of Atomic Physics at Bucharest-Magurele since 1960. He was with the Institute for Experimental Physics of the Kiel University on an Alexander von Humboldt research fellowship (1967-69), and then principal investigator, jointly with Professor Carl B. Collins of the University of Texas at Dallas, of the U.S.-Romanian Project in Atomic and Plasma Physics (1971-81). His fields of research specialization are electrical discharges in gases and plasma physics, atomic and molecular collisions and photo-processes, optogalvanic and multiphoton laser spectroscopy, plasma electron beam and x-ray sources, and gamma-ray induced emission. He was elected as a full member of the Romanian Academy in 1990 (corresponding member since 1974). In 1995 he became the director of the Romanian Center and Foundation on Induced Gamma Emission.

  • 14 books (ionized gases and plasma physics, optics and spectroscopy, general physics, with professors Eugen Badareu, Radu Titeica, Iancu Iova, Dumitru Ciobotaru, Emil Toader, Florea Uliu and Ion Dima) and over one hundred publications in reviewed journals on topics in gas discharges, plasma and laser physics (78 in foreign journals, 52 in Romanian Academy journals, and 55 in international conference proceedings), cited in over 1500 publications of authors from U.S.A. (50 %), Germany (14 %), Russia (13 %), France (7 %), England (6 %), and other countries (10 %)
  • Original contributions in the field of electrical gas discharges and plasma physics as, for instance, in glow discharges (cathode fall theory, hollow-cathode effect), low voltage arcs (diffusion theory, thermionic diodes), elementary processes in plasmas (resonant charge transfer for positive ions, photoionization of alkali vapors).
  • First experimental evidence of stable ion clusters with icosahedron and dodecahedron symmetry in ionized dense gases (with Dr. Rüdiger von der Heide, 1969)
  • Introduction of the optogalvanic effect as a new principle for laser spectroscopy by thermionic detection (1964), radio-frequency detection (1980) and detection of laser-induced frequency shift of self-excited ion plasma oscillations (1990), with Acad.
