Everyone is at fraulein schneider and herr schultz's engagement party.  herr ludwig shows up late, and is quite pleasant to schultz.  ludwig takes off his coat, and his nazi/swastika armband, the first one of the play, sticks out like a sore thumb.  cliff gets pissed, and fraulein kost lets it slip that schultz is a jew.  ludwig then gets pissed because he is "not a german," and tries to leave.  kost stops him, and leads him and nearly the whole party into the song.  only this time, it has become a nazi anthem.  sally, cliff, schneider, and schultz watch aseverybody joins hands and bands together in the sudden spotlight.  the rest of the room is gray, and the light is upon them.  after the last line and the cymbal crash, the Emcee, who has been watching from the rafters, moons the audience.  his left buttock has a swastika on it.  it is now the youth who have been shown the light of the rising nazi party. 
this is pretty much exactly the same in the london performance.  in the movie, it takes place outside at a picnic, breaking fosse's rule of only having songs in the nightclub.  you see an adolescent aryan boy break into song, leading the rest of the crowd.  it seems nice and sweet, like the record alan was listening to. yet, after a few lines, the camera pans down to show his nazi uniform.  the movie was a lot bigger on dispersing nazi symbols throughout, as it was meant to be kinda like a documentary. 
this song sets the tone of the second act.
