Lake County EMCOMM
Emergency Management Communications are known as EMCOMM today. In Lake County, Indiana, EMCOMM is a combination of RACES (Radio Amateur Civil Emergency Service) and ARES. (Amateur Radio Emergency Service) So what's the diference? It's one of operatrional level, or " How serious of a situation do we have here? " If it's serious enough for the EMA Dierector to activate the group, it's clearly in the RACES domain. On the other hand, storm spotting is not "ordered" by the director, and falls under the domain of ARES. YET if damage occurs as a result of the storms, the director could activate the group, at which point the operation becomes RACES once again. And, since all ARES members here in Lake County are also RACES members, the transition is seamless. The more serious the incident, the more likely it is to be in the RACES domain. Further, RACES operations are a part of government operations--with all its advantages.
