Moses represented the Law.  Elijah represented the Prophets.

Jesus fulfilled the Law and the Prophets--Meaning that Jesus fulfilled the Old Testament prophecies concerning the Messiah.

Read the following:

Luke 24:44-45  And He [Jesus] said unto them,
These are the words which I spake unto you, while I was yet with you, that all things must be fulfilled, which were written in the law of Moses, and in the prophets, and in the psalms, concerning me. Then opened he their understanding, that they might understand the scriptures,

All the Old Testament, Messianic prophecies that pointed to the Jewish Messiah, Jesus fulfilled in His life, death, burial and resurrection. He will fulfill the Kingdom Messianic prophecies at His Second Coming when He will return to this earth to rule and reign as King of kings and Lord of Lords and set up His kingdom, reigning from Jerusalem.

John 1:17 For the law was given by Moses, but grace and truth came by Jesus Christ.

Acts 3:18 But those things, which God before had shewed by the mouth of all his prophets, that Christ should suffer, he hath so fulfilled.

1Cor 15:3 For I delivered unto you first of all that which I also received, how that Christ died for our sins according to the scriptures;
1Cor 15:4  And that he was buried, and that he rose again the third day according to the scriptures:
