Mission
Statement
The Allegheny Rugby Union Referee Society exists to promote the understanding and implementation of the laws of rugby throughout Eastern Ohio, Western Pennsylvania, Southern New York and Northern West Virginia. The Society and its members are committed to the professional and unbiased application of the laws of rugby. The members of this society consider it a great honor to facilitate rugby between two teams by impartially applying the laws that govern our wonderful game.

2004 Guidelines
v Referee prioritization is as follows:
v Midwest and LAU
v League matches
v Friendly matches
Referee appointments are announced the week of the match. It is critical that home teams contact the ARU webmaster to ensure their fixture is posted on the master schedule, as that is the sole resource for making referee appointments.
v Both teams must be in good standing with the USA Rugby, The Midwest Rugby Union (or their home territory), the Allegheny Rugby Union (or their home LAU), and the Allegheny Rugby Union Referee Society (or their home RS). Referees may not be assigned to officiate at games where these conditions are not met.
v Pitches must be lined in accordance with the IRB. Pitches MUST have two sets of posts, each post MUST be padded, and each pitch MUST have restraining ropes at least 5 meters from the touch line. If only one touch line is roped, then all fans and both teams must be on that side of the pitch. Referees will not officiate at games where these conditions are not met.

Home teams are responsible for supplying Match Report
Forms during league play. The form
must be filled out completely with last name, first name and CIPP number. A representative of each team must sign this
form. Forms can be found at the ARU
webpage under links. Referees are not authorized or empowered to resolve
CIPP issues; any CIPP disputes are to be discussed with Union officials. Referees
may not be assigned to officiate at matches where the Allegheny Rugby Union
team(s) have less than the ARU established minimum number of CIPPed players
registered with USA Rugby.
v Confirmation of referee appointments must be made by the home team by 9:30pm, Thursday night. If confirmation is not made, the referee may be reassigned to a different match. (Referee assignments are communicated to the home team via email; therefore, it is critical that up-to-date contact information is on the ARU website.)
v Referee fees for 2004 are as follows:
v Fee due referee for A-side match: $30.00
v Fee due referee for B-side match: $10.00
(If a second ARURS referee does the B-side, the fee for the second referee is $30.00)
v Fee due referee for high school/youth: $25.00/day
v Referee fee for tournament play: $35.00 initial fee, plus $10/match
v Referee fee for 7's: $35.00 initial fee, plus $5/match
Referees are to be paid cash or check at the end of the day. Teams that do not pay the referee at the end of the day will immediately be declared in bad standing with the ARURS, and will remain so until the referee is paid in full.
Referees DO have the right to refuse payment and officiate on a pro-bono basis. However, if the referee refuses payment the ARURS may still elect to collect the fees owed the ARURS.
v Referees are responsible for reporting all red and yellow cards to the ARU and Midwest disciplinarians. This information is needed to track repeat offenders.
v If the playing conditions are unacceptable
either due to the pitch being unplayable or due to weather conditions, it is
the responsibility of the home team to call the game. If the game is called due to safety or weather
considerations, no penalties will be assessed against the home team. If the game is not called and the situation warrants the cancellation of the fixture, the home team is responsible for the referee's match day fees.
v Referees are responsible for reporting scores of league and friendly matches to the ARU and the Midwest.
v Referees are responsible for reporting head injuries that result in a player leaving a match.
v Referees are responsible for noting and reporting "unreasonable" crowd and fan behavior. Referees have the authority to order non-players from the Ground.
v California University of Pennsylvania player Christina Jones has been banned from ALL rugby activity for 7 years.
"…She is precluded from attending and participating in games, practices, fundraising and social events with any rugby affiliation for that period. Any such participation will result in further discipline to Ms. Jones and the club or clubs involved in the event. "
