Maleficent
Maleficent is quite truly the best and most evil villain Disney ever brought to the screen. Animated in gothic style and admittedly hell itself, she sports the devil's horns and an almost all black wardrobe. Although evil, she has a twisted humor about her. Ironic jokes and spine-tingling cackle combine to create a perfect villain.
