Welcome to Hurricane College Fantasy Football's fourth season. We hope you have fun and are challenged throughout the season. College fantasy football is a new twist on traditional pro fantasy football. You must be well informed on the teams we use to be successful (and having a little luck during the season doesn't hurt either). We have a fun and exciting scoring system and we feel our rules are fair and equitable.

2002 RULES:

Eligible Players:

-BIG 12, SEC, PAC 10, BIG 10, ACC, Big East, Mountain West, Conference USA and Notre Dame (78 teams).

League Size and Divisions:

HCFFL will consist of 12 teams in 1 conference. All teams must be affiliated with a University or College (real or fictious) and this must be reflected in your team name.
    Example names:
            Texas State Hurricanes
            University of Oklahoma RoughRiders
            Cal State Griffins
            Johnstown University Jesters
            Youngstown State Hard-Hats
            University of Sheboygan Badgers
            Tarleton Tech Raptors
            University of Colorado Technical Institute Pencil-Necks

Schedule:

-The season will consist of 11 games. You will play 11 other teams in the league once. Week 1 will start the weekend of August 31st. The Hurricane CFFL regular season will end on November 9th. THIS MEANS PRESEASON GAMES, SUCH AS THE 'KICKOFF CLASSIC' WILL NOT COUNT in Hurricane CFFL. Also, since there are a limited number of teams that play games the week of November 30th, this week will NOT count in Hurricane CFFL. Please note HCFFL Schedule.
( Preseason games that will not count this year: Jim Thorpe Classic, John Thompson Foundation Classic, Pigskin Classic, Black Coaches Association Bowl, Eddie Robinson Classic, Hispanic Fund Classic, and Kickoff Classic ).

Playoffs and Bowl Games:

-The top 4 Teams will qualify for the playoffs. The final two weeks of the regular season will be used for the playoffs. Week 12, November 16th, will be the playoff round and Week 13, November 23rd, will be the Hurricane College Fantasy Football League National Championship Game.

-The 4 teams that have the best winning percentage will receive the playoff berths.
If there are teams tied for these positions then the team gaining the playoff berth will be determined by using the following tie breaker method. This method will also be used to determine any other situation which might require it:

      a. The team with the better head to head record of the two (versus each other)
      b. If the tie still exists; the team that scored the most points versus each other
      c. If the tie still exists; the team with the most points scored during the season
      d. Finally, if the tie still exists; coin flip

-The remaining teams will be placed in bowl games for the WEEK 12, November 16th.
    THE TOUGH LUCK BOWL: 5th place team vs 6th place team
    Held in lovely Oakland-Alameda County Coliseum

    THE CRAPPY-FURNITURE.COM BOWL: 7th place team vs 8th place team
    Held in the condemned Astrodome

    THE FUZZY NAVEL BOWL: 9th place team vs 10th place team
    Held in the Georgia Dome

AND OF COURSE,

    THE TOILET BOWL: 11th place team vs 12th place team
    Held in Sewer Stadium
 

Prizes:

The house will keep 100$ for league management and the rest of the pot will be divided as follows:
1st place (league champion) = 50%
2nd place (runner up) = 20%
3rd place = 15%
4th place = 15%

Rosters and Line Ups:

Each team will have a roster of 15 players which will be picked in an on-line draft.
Weekly Line Ups will be as follows:
       1 Quarterback
       2 Running Backs
       3 Receivers
       1 Kicker
       1 Defense/Special Teams
       1 Head Coach

One Head Coach and Two Defense/ Special Teams MUST be drafted.

Scoring:

- Only "starting" players will be awarded points for scoring. Any points scored by any team's starting players in the current week's  games will be counted. (Note: be careful not to start players or defenses on their bye weeks as they obviously will not score) Individual players do not score defensive points, only defensive teams do. The scoring system is as follows:

               Touchdown pass (thrown or received) * = 4 points
               Touchdown run (by any player) = 4 points
               Defensive touchdown (of any kind) ** = 4 points
               2-point conversion pass (thrown or received) * = 2 points
               2-point conversion run (by any player) = 2 points
               Field goal = 3 points
               Point after touchdown (PAT) = 1 point
               Safety (applies to defense only) ** = 2 points

          * Thrown or received means that the player throwing the ball and the player catching the ball both get points awarded to them. If one team has both the throwing and the receiving player then they would both get points from that one play.

          ** Defensive scoring includes any scoring done by the special teams as well.(kickoff or punt return touchdowns for example)

Bonus points
- Along with the above points awarded for scoring, bonus points will be awarded to starting players (offense only) achieving the following yardage marks, and defensive teams achieving the following points allowed:

    Offense:
        1 point for every 15 yards gained rushing
        1 point for every 15 yards gained receiving
        1 point for every 25 yards passing
        2 extra points for every field goal made of 40 yards or more (5 total points)
        5 extra points for every field goal made of 50 yards or more (8 total points)
        -1 point for every interception

    Defense:
         Defensive team allows 0 points = 15 points
         Defensive team allows between 2-7 points = 12 points
         Defensive team allows between 8-14 points = 9 points
         Defensive team allows between 15-21 points = 6 points
         Defensive team allows between 22-28 points = 3 points
         +1 point for every turnover recovered (defense or special teams)
         +2 points for every interception
         Punt and Kickoff  Returns for TD = 4 points
         5 points for allowing 100 or fewer yards rushing
         5 points for allowing 150 or fewer yards passing

Coaching points
- Any good coach will help a team win. Each team's coach will be awarded 2 points if his team wins that week and will not be awarded any points for a loss, a tie, or a bye week.

- Scoring in college fantasy football is a little different than pro fantasy football. The reason is the way the stats are reported. Box scores vary somewhat between college and pro teams.

Trades, Free Agent Transactions - Waviers:

-Trading is unlimited. All trades must  be approved by the commissioner. Free Agent Transactions (pick ups) are limited to two acquisitions per week.  Weekly free agent pick ups will determined by record, with the lower teams receiving priority. The two Free Agent Pickup Rounds will go worst to first for Round 1 and worst to first for Round 2. Free Agents will be awarded after each weeks games results are compiled.

1. After game results are posted/emailed, I will post/email the free agent draft order that evening.
2. You will have until Tuesday Midnight to submit Free Agent requests and drops. You can pick up two players/Coaches/defenses, but you must drop two players/coaches/defenses. In other words, you must maintain 17 roster spots.
3. Free Agents will be awarded Wednesday. I will post/email everyone about who got who.

* If more than one owner requests a free agent at the same time, the following method to determine the gaining owner will be used:
- The owner with the lower winning percentage will be awarded the free agent
- If a tie still exists: The owner with the lower total points scored will be awarded the free agent
- If a tie still exists: The owner who wins a coin flip by the commissioner will be awarded the free agent

- TRADING DEADLINE IS WEEK 8, OCTOBER 18th. NO TRADING WILL BE ALLOWED AFTER THIS DATE.
- Teams will be able to acquire free agents throughout the season.

The Draft:

-The Draft will take place at the Hurricane College Fantasy Football Chat Room (HCFFL Chat).
DATE AND TIME WILL BE ANNOUNCED SOON!

Owners will acquire players to form a complete roster as follows:
1. On line draft in the HCFFL Chat room.
-15 positions must be filled during the on line draft. These  include: 2 QB, 4 RB, 4 WR/TE,
2 Kicker, 2 Def/ST, 1 HC.

In a draft you can only blame yourself for picking poor players.

Draft Strategy:

Draft strategy is up to you, that's what's fun. Some owners value QBs, others RBs, Quality WRs are hard to come by,etc. By all means, you should have a DRAFT LIST ready so you won't hold up the draft. Your list should be by position, with the best from top to bottom. The list should have 24 each of QBs, K's and Defenses and 48 each of RBs and Receivers. (EX: there are 12 teams and each team has 2QBs thus a need for 24 QBs on your list) Draft day will be determined by your commissioner, this should be done 1 week prior to the season starting.
 

Commissioner Duties:

- Being the commissioner is a hard and time consuming job because the commissioner runs every aspect of the league, and will be the deciding factor in whether the league is successful or not. The commissioner will be responsible to do the following:
               1. Conduct the draft
               2. Keep an accurate and up to date roster of all  teams
               3. Control, annotate, and post all transactions
               4. Collect weekly line-ups and tabulate all scores
               5. Post weekly game results (weekly report)
               6. Determine playoff and HCFFL National Championship teams
               7. Enforce all rules and resolve any disputes.

Since this will be the 4th season of Hurricane College Fantasy Football, I'm sure there will be bumps in the road. Please bring any problems to the attention of the commish so the problems can be corrected ASAP. This will ensure a better HCFFL in the future!!

ALSO, WHINING AND BITCHING WILL NOT BE TOLERATED. CONSTANT COMPLAINING WILL RESULT IN TERMINATION AS A TEAM OWNER IN THIS LEAGUE. LET'S KEEP THIS LEAGUE FUN!

Tie Games :
- Just like college football, if there is a tie in the score at the end of the game, the two teams will go into overtime. To determine  the winner of overtime, the points scored by each team’s highest scoring non-starting QB will be added to their scores. If a tie still exits, then the points scored by each team’s highest scoring non-starting K will be added to their scores. Finally, if a tie still exists, then whichever team’s starting QB throws for more yardage will get one extra point to break the tie.

Controlling the Line-Ups:
- The most important job of any owner is putting a winning line-up on the field. Once the draft is done and the rosters have been set, each owner must submit his/her line-up every week. Each team’s weekly line-up must consist of 1 quarterback, 3 receivers (wide receivers and/or tight ends), 2 running backs, 1 kicker, 1 team for defense and special teams, and 1 coach. Each owner must submit their line-up to the commissioner by midnight each Friday (or noon on Thursday if there is a Thursday game that week). Line-ups will be submitted via the Hurricane College Fantasy Football League 2001 webpage. Handing line-ups in early is important so that the commissioner can post the line-ups for all owners to see. Weekly line-ups will be posted on the webpage each Saturday by noon (unless there is a Thursday night game on TV in which case the line-ups will be posted as soon as all owner's line-ups have been received). Once the line-ups have been posted, no changes can be made (unless the commish has made a mistake). Line-up changes to correct a mistake by the commissioner will allowed up until 1/2 hour BEFORE gametime. If this happens,  both owners affected by the change will be notified BEFORE gametime. If a new line-up is not submitted before the deadline, last week’s line-up will be used. After the last game of the week is played, the commissioner will add up the scores and post the results. (The weekly report will be posted each Monday). Again, it is each owner’s responsibility to double-check the commissioner’s actions. Any mistake in scoring not brought to the commissioner attention by midnight Friday, cannot be corrected.

* Besides the draft, ALL correspondence during the season will be conducted by e-mail.
